Rule 28
Community Forestry Action Plan

(1) The consumer group should prepare an action plan for the community forest including the following: (a) description of forest – name, boundary, area, condition of forest and type of forest,
(b) Forest map,
(c) block division and its description – name, boundary, area, modeha, density, soil, type of forest, main species, useful species, age and status of natural regeneration,
(d) Objectives of forest management,
(e) Method of forest conservation,
(f) Forestry operations – thinning, pruning, cleaning, and other forestry operations,
(g) Nursery, plantation, income generating programs and schedule,
(h) description of potential areas for herb cultivation, herb species, cultivation program and schedule,
(i) Provisions relating to sale and distribution of forest produce and utilization of income from other sources,
(j) Provisions related to the punishment that may be imposed on consumers according to section 29 of the Act (k) Provisions relating to the protection of wild animals,
(l) Other subjects specified by the department.
(2) If the consumer group wants to plant cash crops in the community forest that produce the same plant for a long period of time so as not to reduce the density of the main forest produce (richayadhal ryakhbhach) and production, the related details should be mentioned in the action plan. (3) The District Forest Officer shall provide necessary technical and other assistance to the relevant consumer groups to prepare action plans in accordance with this rule.
